Business Development Manager - HR Services

Who We Are, AstroLabs, the Gulf's Leading Business Expansion Platform

AstroLabs is the largest business expansion platform in Saudi Arabia, and the Gulf's leading platform for high growth companies expanding into the Saudi and UAE markets. We work alongside government entities and private sector partners to develop key sectors in the Kingdom, offering business setup, co-working, recruitment, and bespoke programs tailored to the industries we serve.

Over the last decade, we've enabled more than 1,500 global ventures to set up and grow in the Gulf, partnering with organizations including MCIT, Riyad Bank, the Royal Commission for AlUla, and Majid Al Futtaim to drive innovation across their sectors. We're the only platform that combines expertise in global venture sourcing, local company formation in collaboration with MISA, coworking soft landing support, and bespoke program design, helping international companies integrate into the market end to end.

Business Growth (BG) is our recurring revenue service line, built around HR, GRO (Government Relations Officer), and PRO (Public Relations Officer) services, with cross-sell opportunities across Accounting & Tax, HR Advisory, and Talent (Recruitment).

While our existing pipeline is largely focused on companies entering the Saudi market, this role will expand our reach to companies that are already established and operating in KSA. The focus will be on leveraging the candidate’s existing network and market relationships to identify, engage, and convert established businesses into BG clients.

Who You Are, A Connector With Access to Established Companies

You're a business development professional with 8 to 12 years of experience, most of it in Saudi Arabia. Your defining strength is access: you already know, and are known by, companies that are established in the Kingdom, not just ones entering it.

You're a genuine hunter, not an account servicer. You've self sourced pipeline before, closed business you found yourself, and carried a target with a real track record against it. You build referral routes naturally, through advisors, law and accounting firms, chambers, and industry bodies.

What You'll Do, Key ResponsibilitiesBusiness Development & Pipeline Ownership

• Own new external Business Growth (BG) client acquisition in Saudi Arabia, sourced directly through your own business development activity, while supporting Saed on AstroLabs' existing BG pipeline

• Source and close BG clients (HR, GRO & PRO services, with cross sell into Accounting & Tax, HR Advisory, and Talent, Offices, EOR and other MRR potential products) from outside the pipeline of our existing clients expanding to KSA, using your own network and channels

• Target and win companies already set up in Saudi with established teams that are open to outsourcing HR

Sales Process

• Run the full cycle: prospecting, qualification, proposal, negotiation, and close

• Maintain accurate pipeline and forecasting in HubSpot

Referral, Partnerships & Delivery Coordination

• Build referral routes through advisors, law and accounting firms, chambers, business councils, and industry bodies in KSA

• Build a B2B channel by establishing 10 solid partnerships

• Work closely with delivery and operations to ensure a clean handover after close

What You Bring, Skills & Experience

• An existing network of, and access to, companies already established in KSA, evidenced by segments, named account types, and how that access was built

• Demonstrated ability to self source pipeline; a track record of closing business you found yourself, not business handed to you

• A genuine business development and sales background; hunting, not account servicing alone

• Evidence of carrying and meeting a target

• Fluent in Arabic and English, Arabic fluency is a core requirement for this role given the level of local market engagement expected

• Recent, active professional experience and connections in Saudi Arabia

• Based in KSA, with the right to work there or eligibility for sponsorship, and able to travel domestically

Your Qualifications

• 8–12 years of experience in business development or sales, with the majority of that experience in Saudi Arabia

• Experience selling or delivering Business Growth services - such as HR outsourcing, GRO/PRO, Accounting & Tax, HR Advisory, or Talent/Recruitment - is a strong plus

• Existing relationships with Saudi government and regulatory bodies are a plus

• Experience selling to both multinational subsidiaries and Saudi corporates is a plus

Targets for this Role

• Year 1: 10+ new Business Growth deals per month (120 deals annually), at an average deal value of approximately SAR 60,000 per year (SAR 5,000 average monthly recurring revenue), for a total annual revenue contribution of approximately SAR 7.2M

• Year 2: 15+ new Business Growth deals per month (180 deals annually), at the same average deal economics, for a total annual revenue contribution of approximately SAR 10.8M

• Commission: 3% of closed revenue

How Success Is Measured

• Month 2: a mapped target list of 100 established in Saudi companies from your own network, with outreach under way to build a 500 list. A list of 10 potential partners with outreach under way to build a 50 list.

• Month 3: a qualified BG pipeline of 25, entirely sourced outside the EKSA pipeline, and 5 engaged partnership conversations

• Month 6: 60 deals closed in cumulative BG revenue from self sourced accounts, on pace for the Year 1 target, and 2 partnerships signed

• Month 12: 120 deals closed (approximately SAR 7.2M in annual revenue), with at least 75% of it from accounts with no prior EKSA relationship, two to three productive referral channels established, and 5 partnerships signed
